Colleges will calculate the student’s need by taking their full tuition amount (which does not include housing or food or books) and subtracting the EFC. So, say that FAFSA determines that the amount that the family can contribute is $26000 annually. Their tuition cost is $40000. So the school will contribute $14000. BUT! This $14000 can be given as a grant (best), a work-study program (not generally terrible) or a loan which will need to be paid back at some point (worst case). If you receive other scholarship funds, you must report them and they will be subtracted from the $14000 in this example. The school will provide less if someone else is providing more, so you can’t stack scholarships.
Some schools (medical schools, universities, etc) give a (substantial) discount to in-state residents because they get state funding from the taxpayers to provide an education to people from their state.
Usually to get instate having not moved there for college, you would have a parent who moved there and as a dependent you moved too. Dependent students can’t easily establish residency apart from the state the parent is in. If you are an independent student and/or self supporting, then you would move there and work, becoming a state taxpayer, have a lease for housing and all the things people do when they move permanently to another state. After a year you can usually apply to college as instate. If you are self supporting you likely can’t take funds for tuition from parents in this case.
Keep in mind that universities admit a certain number of out-of-state students in preference to in-state students in order to increase their tuition revenues. So your residency status is important to them and they are not lightly going to switch your status from out-of-state to in-state just so you can save money.
For Oregon, it specifies that you need to live for one year in the state while not enrolled as a student at an institution of higher learning.
