I took my NCLEX- RN last week and passed, I'm on the process on endorsing my license from Hawaii to Texas. Anyhow, I called Texas BON to clarify about refresher course since I'm a foreign nurse who graduated 2007 in the Philippines.

Since the immigration law specifically requires the Visa Screen, foreign nurses applying for licensure in California, must be credentialed twice, and have the forms and transcripts sent to both California and the CGFNS. CGFNS will not accept the California Board of Nursing Credential Review.

You're eligible to work in the US if you're a Registered Nurse in your home country. Contact the Commission on Graduates of Foreign Nursing Schools (CGFNS) to see if you're qualified. When you know where in the US you'd like to work, you can apply to that state's Board of Nursing and take the NCLEX-RN.

SUMMARY. The Commission on Graduates of Foreign Nursing Schools (CGFNS) is an immigration-neutral, non-profit organization based in Philadelphia.
The other eight states (Arizona, California, Maryland, New Mexico, New York, Ohio, Oregon and Utah) either require some, but not all, aspects of the CGFNS program, such as a credentials review, or nothing related to CGFNS programs.
CGFNS Certification Program. Generally, CGFNS screens foreign-educated nurses to determine their competency to practice in this country.
CGFNS was established "to protect the public trust by ensuring that nurses educated in other countries, who wish to practice nursing in the United States, are eligible and qualified to meet licensure and other practice requirements. " CGFNS is federally approved to certify nurses and other healthcare providers.
The qualifying exam of nursing knowledge is offered three times a year at more than 40 locations around the world. It is divided into two parts with a total of 260 questions. This exam measures an applicant's nursing knowledge and is based on what nurses must know and do when they practice nursing in the United States.
The commission, created in 1977 and located in Philadelphia, is "a non-profit, internationally recognized leader in the education, registration and licensure of healthcare professionals worldwide" (citing CGFNS' mission statement).
California. California does not require CGFNS certification or require the foreign educated nurse applicant to pass the CGFNS qualifying exam. It does require that the nurse undergo a credentials review by specialists within the state licensing agency, not through CGFNS.
An RN candidate in New Mexico receives only three chances to pass the NCLEX before the New Mexico Board of Nursing rejects their application. Candidates must pass the exam within the first three years following graduation.
The Nursing Licensure Compact (NLC) agreement, introduced in 2000, allows RNs and licensed practical nurses (LPNs) who hold licenses in NLC states to practice in other NLC states. In 2018, the eNLC replaced the original NLC agreement.
Each RN candidate for initial licensure through examination must submit a notarized application, a completed fingerprint card, official transcripts, and nursing program verification forms when applying to take the NCLEX through the Alaska Board of Nursing.
Nursing Compact State. The Arizona State Board of Nursing (AZBN) requires each candidate seeking initial licensure by examination to submit a diploma from an approved nursing program, fingerprints for a background check, and a passing NCLEX score.
The Louisiana State Board of Nursing welcomes first-time RN candidates to take the NCLEX if they complete an approved nursing program, provide their Social Security number, and submit their initial application within 60 days of graduation.
Each candidate can begin the process as early as three months before commencement by submitting a passport-style photograph, consenting to a background check, and completing fingerprinting through an approved facility.
A first-time RN candidate in Maine must submit an online application to its State Board of Nursing, along with payment of $75, a passport-style photo, and transcripts demonstrating completion of an approved nursing program.
