On May 15, the Convention instructed Virginia's congressional delegation "to propose to that respectable body to declare the United Colonies free and independent States, absolved from all allegiance to, or dependence upon, the Crown or Parliament of Great Britain". Most of these declarations are now obscure, having been overshadowed by the declaration approved by Congress on July 2, and signed July 4.
