The ANGEL LMS was created using the early system concepts and was released by the newly formed CyberLearning Labs, Inc. in July 2000. The company has since changed its name to ANGEL Learning. On May 6, 2009, competitor Blackboard Inc announced that it is purchasing ANGEL Learning with the merger's completion planned for the end of May, 2009.

Requirements
- To enter a course or group, a Penn State Access Account or FPS Account is required
- To create a group, an Penn State Access Account is required
- To activate a course, the user must be listed as the instructor of record within ISIS.
Policies That Govern
- Uploads into ANGEL courses are restricted to 1 G total for courses and 300 M for groups.
- Instructors must abide by copyright policies as specified by the TEACH Act for password protected courses.
- Instructors must comply with all other normal course policies at Penn State including FERPA, providing accessibility accommodation for students with disabilities and so forth.
