Empyrion is better in exploration content and survival stuff but is rather mediocre in its building system and physics. Space Engineers is the reverse. It excels in its building and engineering system which is still the best I have seen in any game even after this long.

Totally possible, its not a core component of the game, its not part of the backend of files or folders that the game runs through. In older versions of the game, a filler and flattening tool existed to handle flattening and filling, but now this functionality is added to the Drill, which you can use to fill in areas you didn't mean to drill into.
