For online students, it looks like they give a 100% refund for courses dropped before the 1st week, 75% refund for those dropped during the first week, and no refund beyond that. The rules are a bit more lenient for traditional campus students.

Students are allowed to drop a course depending on the course length. If a course is 1-2 weeks long, a student is not permitted to drop the course after the start date. If a course is 3-13 weeks long, a student can drop the course prior to last two weeks.
To withdraw from a course, contact your SSA or call us at 855-GCU-LOPE.
If a student drops the course in the first week, that student will be charged at least 25 percent of the tuition. However, a student who fails to drop the course or withdraw after the first week will reportedly be ineligible for a refund.
The online curriculum follows a traditional 16-week semester that is broken into two eight-week sessions. In each session, students are encouraged to complete one class. Classes feature a combination of writing papers, reading texts, group projects, research and online group discussions.

Is that because of GCU, or is it because of federal financial aid regulations?
so are you sure it's not a matter of "you have to pay" but rather that you "still owe" part of the course cost? Based on FJD's post, it looks like you would only be entitled to a refund of 75% (or still owe 25% if you hadn't paid already).
Thank you all for your kind assistance. I communicated with an "enrollment manager" at Grand Canyon University. I am not entitled to any sort of refund because Week 1 began on October 29th. According to Grand Canyon University, this is now Week 2 (which began on November 1st).
Please note that online, onsite and offsite cohort students have classes that begin frequently. Therefore, students are encouraged to contact their university counselor or student services counselor for more information on class starts.

As part of our community outreach efforts, the GCU Learning Lounge ® is proud to offer free in-person and online tutoring and academic support to kindergarten through 12th grade students six days a week. Whether it’s a deep dive or quick question, we strive to support a variety of academic needs at the elementary, middle and high school levels for both Spanish and English speakers, at no cost to the students or families.
At each location’s entrance there is a check-in desk with GCU staff. Please make sure all guests, including parents and students, check in and out when entering and leaving each time.
Let GCU Public Safety know you’re a visitor on campus, there to receive assistance from the Learning Lounge. They may ask to see identification. High school students need to bring some form of identification (e.g. driver’s license, school ID, etc.).
The Learning Lounge hours of operations are not impacted by most games or special events. If you have any questions due to these circumstances, please call us before coming to either location.

For this reason, our handbook, which must be acknowledged and abided by all visitors, outlines a variety of protocols and guidelines set in place to address everyone’s safety.
