Neither adult nor juvenile dogs start knowing how to pee or poop outside, at least when they're made in CAS. Puppies will need help to go outside, so pick them up under the pet care menu. Walk your Sim outside and select 'put down'. Now you can find the option to ask it to go potty.

When a dog has to go potty he will walk to the front door and start whining about it. When you see this happen you can command them to go potty and they will walk outside to do so. If you repeat this a few times they will eventually go by themselves.Nov 11, 2017
On the computer, hit 'Household' and go to 'Adopt', and there, you will get the option to get either a cat or dog. If you're using the phone, click the household icon and select 'Hire a Service'. When your sim finishes calling, select either 'Adopt Cat' or 'Adopt Dog'.Sep 25, 2020

Wait for the pet to do some kind of unwanted behavior such as playing in puddles, drinking from puddles, waking up Sims, eating human food, or in the case of cats, walking on counters. Click on the pet and look in the Friendly social category for the option to lecture the pet about the misbehavior.
