Go to the participants page in a course, mark all users and send a message. To email all site users there is no way as far as I know. I do not know if you can make course 1, the front site, a meta course, then it shoud be possible to add all courses as child courses and send messages to everybody from the participants list.

To be able to receive email notifications, you will have to set your Schoology permissions appropriately: Click the arrow next to your name on the top right side. Select Settings. Click the Notifications. Choose On, Off, or Custom. Click Save Changes at the bottom.

I must be blind but I am sure there is a way to send email to all members of the site or all members of a course? I am using 1.17.
Have you tried the Quickmail module? It works nicely when installed as a block within a course. It allows you to send an email to all (or some) or the course participants.

You can not send an email from Moodle, but you can send a message that the system will send as an email if peoples emails are activated.
I was send message for my course participants. But the message did not send all participants. i saw the error message. ( below i attach the screen shot).
This is a bug, or perhaps it should just be called an "oversight". I've reported it as MDL-8761 and Mohamad Mostafa reported it almost simultaneously at MDL-8757. They are actively working on fixing it.
I have accomplished this by accessing my Moodle database and exporting the mdl_user table to a .csv file, and then use any advanced email program to do a mail-merge which pulls the email addresses from that .csv file.
