Is it possible to build a Course in Garmin Connect and then import this into Strava as a Route? In my humble opinion, it feels easier and more powerful to build courses in GC as opposed to using the Strava Router Builder Beta interface.
If you've connected the two accounts, you just head out with your Garmin sports watch and then sync it afterwards as usual. Once the data is loaded into the Garmin app, it will appear in your Strava account – just like you were using the app natively.

Other than that, you can convert an existing activity in strava (yours or someone else's) to a route.
I agree with your observation that the Garmin Connect course creator is much better. Getting this over to Strava is not easy and requires a multi-step workaround. Best way that I can see would be to create the course in GC, then convert it to an activity by running it through the plotaroute site and import it as an activity back into Garmin Connect. Then once the GC activity has synced with strava, from the strava site convert that activity to a route. Keep in mind that this would skew your Garmin Connect metrics as it would not be a "real" activity that you actually ran. So you would probably want to delete it from Garmin Connect once you've gotten the activity over to strava.
