Simply complete the Prison Education Foundation Scholarship Application which includes choosing a college and a specific degree program. A family member may download a Scholarship Application from our website or you may order a Scholarship Application directly from the Prison Education Foundation. However, prior to making your request please check with your institution’s education department because they may already have a supply of applications available.
PEF orders school catalog & enrollment application sent directly to inmate. Inmate receives, completes and sends enrollment application back to school, along with application fee, if any. Inmate receives school admission notice from school and sends copy to PEF.
Once your application is accepted for a scholarship you will receive a school catalog and an Enrollment Application for the specific school and degree program you selected on your foundation Scholarship Application.

The Prison Education Foundation does not charge a fee. Upon your acceptance to the degree program, you will receive an acceptance notice from the school. You should immediately forward a copy of it to the Prison Education Foundation. You will then receive an official notification letter from the foundation.

Inmates need to have the least needs prior to entering the class room. no bowels/bladder, sleep, hunger any of it. If they have no needs during class, they will have 100% concentration. Inmates with 0% understanding but 100% concentration can still pass classes, but it's a coinflip.
do not allow your lowsec prisoners to see dogs or armed guards or snipers and avoid searching them / their cells, anything that suppresses them will destroy their concentration. do not give lowsec prisoners solitary as a punishment for anything, they have to be free to attend the classes.
One way to minimise prisoners needs before taking them to courses is to allocate a 2 hour block of free time before the reform program is scheduled. Hopefully this gives prisoners freedom to reduce whichever needs are bothering them most before they have to sit down and learn.
Prisoners might not turn up because they are in a foul mood, are locked in solitary/lockdown or are injured or unconscious.
You've already identified that suppressed prisoners do worse in programs because they are less willing to learn. This means it is helpful to keep armed guards away from the classroom areas. Similarly, the more general sense of law and order there is within your prison the less punishment will be dished out (which adds to suppression). Keeping a safe, well guarded environment will keep the demand for weapons etc. low.
Success in reform programs is defined by two factors - a prisoners understanding of a subject which you can not change and also a prisoners concentration on their studies, which is related to their needs. Understanding is specific per prisoner, some prisoners are as you say not academic enough to do well in basic/general education courses.
