On each person's profile page, you should see a green “Follow” button towards the top right hand corner of the page. Alternatively, if you want to follow someone from one of your course leaderboards, just hover your mouse over their name on the leaderboard and a box should appear containing the green “Follow” button.

To create your own course, log in on web, click the Discover tab at the top of your homepage and select Create a course. Please note: you cannot create a course from the app, but you can start learning any course you have created on the website, and it will sync with the app.
All community-created courses will be removed from the Memrise app in mid-March. Decks will be free to use.

The OP asked if cheating is possible on memrise - yes, it is, definitely, there are tons of cheaters on Memrise. However, you, as teacher of the pupil, can check anytime if the child really knows those items. It is possible to cheat but the only one i know is on the app, and not the desktop version.
