Are you admin of your Moodle? Then you should see a block called Administration. Click on Users and then permissions and then user policies and then scroll down to "auto login guests". (Sorrry I can't see your photo)

Yes this should be possible.Can they get to the course without logging in? If so then you also need to set up the questionnaire to allow guest access - do a search in the docs for guest access in a questionnaire.
