Monitoring and evaluation (M&E) provides information about the performance of government policies, programs, and projects. It can identify what works, what does not work, and provide information about why. M&E also provides information about the performance of governments, ministries and agencies, and managers and their staff ( 1 ).
In 2013, we undertook two activities to understand the M&E teaching across masters level programs: (1) desk review of M&E curriculum and teaching in Masters programs globally and (2) review of M&E teaching across 10 institutions representing four South Asian countries.
Across 194 countries, 321 universities offering Masters programs were identified (Asia = 124, Europe = 57, North America = 68, South America = 12, Africa = 37, Australia = 23). Of these 321 universities, 88 offered an MPH, and M&E was taught in 95 universities (Asia = 23, Europe = 9, North America = 37, Africa = 13, Australia = 13).
There were many similarities between the different M&E courses included in this review. First, there was a great deal of similarity between M&E course content at different global universities.
The desk review found that there were similarities in the M&E course contents, but variations in the course structure and delivery. During the consultation, 10 core M&E competencies were identified. These included core M&E concepts including indicators, tools for data collection, analyses, frameworks, etc.
HN, PN, SZ, HK, and RD were involved in the conceptualization, design and conduct of the review, as well as drafting the manuscript. LH and MG provided technical inputs to the manuscript and helped in finalizing the manuscript.
My career as a public health monitoring & evaluation (M&E) specialist is an exciting one.
The next step in my career focused on building M&E systems and performing M&E work within a development project.
I recently changed jobs so that I can travel less and focus on my family, which just grew by one, beautiful baby boy. Having a career in M&E allows for this flexibility. Now I am working in M&E for an organization that is strengthening health systems to ensure the quality of medicines in low and middle-income countries.
Evaluation is a core public health skill and responsibility both in terms of advocacy and leadership. While evaluation can sometimes answers similar questions to research, evaluation is more contextual and more collaborative. But evaluation comes in many different forms and that's next.
More specifically and in the definition used by the United Nations Development Program, evaluation is a rigorous and structured assessment of a completed or ongoing activity, intervention, program, or policy that will determine the extent to which it's achieving its objectives and contributing to decision-making.
