In order to start the quest, you must reach the C.I.T. ruins located in Cambridge, in the central part of the map. Once you reach the destination, don't enter the large CIT building. Instead, activate Pip-Boy and open the tab with radio stations. Select Courser Signal from the list of radio frequencies.

Courser-Signal remains active in Pip-Boy :: Fallout 4 ..

I loaded an earlier save where I just had to track the coursor. I even killed all the gunners, then looted the chip. The signal remains in my list. After looking at some Youtube-Videos, I saw that the signal turns off once you loot the chip from the dead body. But for me it's still in my pip-boy.

Notes

Unlike other synths who enter a deactivated state when their recall codes are said, K1-98 will collapse and die once the courser says her recall code.

Bugs

This can be fixed by moving to the right of the elevator door (which isn't there), then the option to close the elevator will appear. When the player presses this, the elevator will close and appear to them.
