According to Sarna and some other scholars, the conflict, that battle scene between Tiamat and Marduk which is described at some length, symbolizes the conflict or the battle between the forces of chaos and the forces of cosmos or cosmic order. And that's a perpetual conflict.

Tiamat is one of the two central protagonists of the Enuma Elish - the earliest recorded writing. In the story, Tiamat and her mate/brother Apsu/Abzu, embodied primordial nothingness. As they laid together they gave birth to gods, and from the gods, came creation. The gods started building the universe/reality.

The Enūma Eliš is the primary source for Mesopotamian cosmology. According to Heidel its main purpose was as a praise of Marduk, and was important in making that Babylonian god head of the entire pantheon, through his deeds in defeating Tiamat, and in creation of the universe.
The Babylonian creation epic (Enuma elish, “When on High”) states that at first there existed only the male (Apsu) and female (Tiamat) gods of the deep. They raised a family of gods that were so unruly that Apsu resolved to destroy them. Rebellion and chaos ensued.
