In 1999 the International Hunter Education Association (IHEA-USA) adopted a set of performance guidelines for basic hunter education courses. These standards have been used internationally by hunter education administrators to evaluate minimum core content in hunter education courses.
Is completion of the Washington state agency-approved course required in order to buy a license? Yes, in many cases. In order to buy a license, Washington requires that hunters who were born after January 1, 1972, must first complete a course approved by the Washington Department of Fish and Wildlife and IHEA-USA.
All U.S. states, provinces, and other countries that have mandatory hunter education requirements will accept the Washington Certification Card. Likewise, Washington will accept Hunter Education certifications that are issued by other jurisdictions that meet official IHEA-USA requirements. (This is known as “reciprocity.”)
Military exemption information. Active-duty or honorably discharged members of the U.S. military who are stationed in Washington State or who are Washington residents, who pass the Washington online hunter education examination, are exempt from the follow-up online field skills evaluation session of the online hunter education course.

Prior to purchasing their first Washington state trappers license, trappers must pass the Washington state trapper education exam. There are two different avenues that prospective trappers can take to meet the legal requirements of RCW 77.65.460.
Traditional Class: WDFW strongly recommends this class. One or more instructors offer detailed classroom instruction and practical exercises. These classes are not offered as often as basic hunter education courses, so enroll early if you want or need training.
Trapper education. Due to COVID-19 restrictions, trapper education classes and testing at regional offices is currently suspended. To allow for certification, WDFW has created an online test. People who score 80% or above will receive an email with their certification. For those who do not pass, they can retake the test after seven days.
