But the magical ratio of a biased 'fitness of use' measurement and an interpreted 'cost' measurement (based off points) is probably never going to be precise, but at least a guiding rule to strive for. Then again maybe quality is simply 'fitness of use' and a different term should be quality/cost? Value? Business Value? meh, those have other means for profit and other things. Tough call.
