You cannot duplicate a question bank in Canvas, but you do still have several options to meet your needs. I would suggest simply creating the new question bank, then moving/copying the items you want into the new QB. Because you can move multiple questions at once, it is not a particularly tedious process.
You can easily share Question Bank questions among several Canvas courses. In Course Navigation, click the Settings link. Click the Import Content into this Course button. In the Content Type drop-down menu, select the Copy a Canvas Course option. In the Search for a course drop-down menu [1], select the course you would like to access.
In the Content Type drop-down menu, select the Copy a Canvas Course option. In the Search for a course drop-down menu [1], select the course you would like to access. You can also choose to include completed courses by selecting the completed courses checkbox [2].
Note: To import only a few question banks, select the specific items to be imported. Canvas will place a dash in the Question Groups checkbox, indicating not all items are selected within the group. Click the Select Content button. The Current Jobs section displays the status of your import.
Click the Keep a copy in this question bank as wellcheckbox [2] if you only want to copy the question. Then click the Move/Copy Questions button [3] to copy the question. View Moved/Copied Question
To copy a quiz with a question bank from one course to another, in your Quercus course: Navigate to your Course Settings. Select Import Course Content. Choose to "Copy a Canvas Course"
1) Go to the course that contains the quizzes. 2) On the bottom left menu click Settings. 3) On the top right menu click Export Course Content. 4) Under Export Type select Quiz.
Duplicating a quiz Open the Canvas course where the quiz is located. Click the Quizzes link in the course navigation. Click on the ellipsis on the far right of the Quiz. In the Copy To drop-down box, select the course you are already in or a new course.
Duplicating questions from item banks is not currently supported. However, individual questions added to a quiz from an item bank can be duplicated, but the copy will not be added to the item bank.
Canvas gives you the ability to duplicate (or copy) a Page and the contents within that Page. Duplication allows you to create a copy of a Page that can be revised without impacting the original Page. When a page is duplicated: The copied Page defaults to an unpublished state.

With the current version of Quizzes there is no direct option to copy questions from a quiz into a question bank. You need to first export the Quiz as a QTI zip file and then import that file back into your course where it will create a duplicate of the original quiz but also a new Question Bank.
Importing a course more than once may have unintended consequences. If you import content into another or the same course, edit the content, and later import the previous content again, the imported content will override the existing content.
Canvas allows you to duplicate an assignment. This may be useful for quickly creating assignments with the same settings such as weekly assignments.

If you haven’t already done so, the first step to be create a new question bank.
From the Manage Question Banks page, clicking the name of any question bank displays all the questions inside.
You can edit the quiz you wish to add the questions to, or you can create a new quiz for the questions in a question bank.
If you’ve already created quizzes in your Canvas course and would like to add them to a question bank, the steps can be rather confusing.

You can move multiple questions from one question bank to another. However, if you’re moving multiple questions to a question banks, you will not have the option to leave a copy in the original question bank. If you want to copy your questions instead of moving them, you can copy questions individually.
