This study discusses the basic values and principles governing public administration in the context of municipal service delivery. Thus, the purpose of this study is to unpack the implementation of the values and principles of public administration on service delivery as enshrined in the Constitution of the Republic of South Africa, 1996. Accountability, transparency, public participation, professional ethics, and access to information are some of the basic values and principles provided by section 195 (1) of the Constitution. In this pandemic of COVID‐19, municipal officials in local government are expected to conduct their business in line with the values and principles as enshrined in the Constitution. Theoretically, this study relied on the theory of implementation sometimes referred to “Policy Implementation” by Pressman and Wildavsky (1973). Pressman and Wildavsky defined “implementation” as “to carry‐out, accomplish, fulfil, produce, complete.” Thus, this theory is relevant to this study as it discusses the implementation of the basic values and principles governing public administration. The study proposes how municipal officials should execute their duties within the Thuma Mina program which requires them to be at the forefront of service delivery. Furthermore, municipal officials should provide services within the parameters of basic values and principles of public administration.
Still, gender inequities are evident in the public sector workforce. In this article, interview data from city managers and police officers highlight the gendered internal organizational processes, arrangements, and interactions that impact women's experiences in male‐dominated roles. Despite seemingly equal opportunities to access and engagement in these bureaucratic roles, the findings suggest that women constantly face gendered barriers and boundaries that directly impact their experiences on the job and their work‐related outcomes. Legislative and administrative remedies are not sufficient to eliminate gendered experiences of women in male‐dominated roles. Rather, a cultural change from within the workplace is vital to realize the efforts of civil rights laws established more than 50 years ago.

First, early puberty leads to stress, and stress leads to antisocial behavior (which can also result in violence against the teen committing the behavior). Second, teens experiencing early puberty ( early maturers) are more likely to hang out with older teens, who tend to be more delinquent because they are older.
Adulthood is usually defined as the 18–64 age span. Obviously, 18-year-olds are very different from 64-year-olds, which is why scholars often distinguish young adults from middle-age adults. In a way, many young adults, including most readers of this book, delay entrance into “full” adulthood by going to college after high school and, for some, then continuing to be a student in graduate or professional school. By the time the latter obtain their advanced degree, many are well into their 30s, and they finally enter the labor force full time perhaps a dozen years after people who graduate high school but do not go on to college. These latter individuals may well marry, have children, or both by the time they are 18 or 19, while those who go to college and especially those who get an advanced degree may wait until their late 20s or early to mid-30s to take these significant steps.
One thing is clear from studies of young adulthood: people begin to “settle down” as they leave their teenage years, and their behavior generally improves. At least two reasons account for this improvement. First, as scientists are increasingly recognizing, the teenaged brain is not yet fully mature physiologically.
