The story of Moses starts in Exodus 2:1-10. By the end of Exodus 1, the pharaoh of Egypt (perhaps Ramses II) had decreed that all the Hebrew boy babies were to be drowned at birth. After a few months, the baby is too big for her to hide safely, so she decides to place him in a caulked wicker basket in a strategic spot in the reeds that grew along the sides of the Nile River (often referred to as bulrushes), with the hope that he will be found and adopted. Moses was a Hebrew (Jewish) child who was adopted by Pharoah's daughter and raised as an Egyptian. He is, nevertheless, faithful to his roots. Egyptians continued to persecute Jews. God gave Moses instructions to escape through Red Sea and he obeyed God prompts and Jews were saved and Egyptians drowned. God protected Moses at birth when his Mom followed God and Moses was adopted and Moses did not know what God had planned for him.
The explanation you suggest is certainly a possibility. Doing nothing would have condemned Moses to death at the hands of the Egyptian death squads. Perhaps Jochebed was hoping that Moses would be found by a merciful Egyptian, and thus spared from death.

The words translated "ark" and "bulrushes" are both of Egyptian origin, the former corresponding to the ordinary word for "chest," which is feb, teba, or tebat, and the latter corresponding to the Egyptian kam, which is the same in Coptic, and designates the papyrus plant.

When Moses encountered God in the form of a burning bush, God instructed him to return to Egypt and demand that Pharaoh release the Hebrew people from slavery. That encounter changed not only the course of Moses’ life, but also the course of history.
The second lesson is that faithful obedience matters, which Moses learned the hard way when God forbade him from entering the promised land.
God instructed them to conquer the occupants and drive them out, but the Hebrews refused. Because of their lack of faith, God determined that they would wander in the wilderness for 40 years. Moses frequently grew frustrated with the people.
After 40 years of wandering, Moses eventually led the Hebrews to the edge of the promised land. From a nearby mountaintop, he was allowed to look at the place he had longed to see for so many years. And then he died.
God had instructed him to speak to a rock so that water would flow from it, but Moses struck the rock with his staff instead. As punishment for his disobedience, God forbade him from ever entering the promised land. After 40 years of wandering, Moses eventually led the Hebrews to the edge of the promised land.
The first lesson we can take away from Moses’ life is that being in the right place at the right time only means something if you do the right thing. Moses was equipped to complete the monumental task that the Lord laid before him.
God called Moses—and Moses alone—to the top of Mount Sinai, where he gave the Hebrew leader his laws and the tablets that contained the Ten Commandments. When Moses returned from his mountaintop experience, his face shone in an extraordinary way—the afterglow of his personal encounter with God.
After being rescued by Pharaoh's daughter, Moses was raised by his own mother, who introduced him to the God of Israel. Although Moses would enjoy a life of privilege in the Egyptian royal court, he never forgot his Israelite heritage.
Raised in the Egyptian court, Moses learned to read and write, equipping him to later write the first five books of the Bible. Pharaoh's order to kill all male babies must have been withdrawn because Moses' brother Aaron was younger than him.
For three months, Jochebed hid the baby to keep him safe. When she could do that no longer, she got a basket made of bulrushes and reeds, waterproofed the bottom with bitumen and pitch, put the baby in it, and set the basket on the Nile River. Pharaoh's daughter happened to be bathing in the river at the time.
Similarities between the birth of Moses and Jesus are remarkable . Both were miraculously rescued from death as infants and grew to become saviors of their people. The son of Amram and Jochebed (Exodus 6:3), Moses was destined to lead the children of Israel out of slavery in Egypt and direct them to the Promised Land .
To prevent that, Pharaoh ordered that all newborn Hebrew boys must be killed by the midwives to keep them from growing up and becoming soldiers. Out of loyalty to God, the midwives refused to obey. They told Pharaoh that the Jewish mothers, unlike Egyptian women, gave birth quickly before the midwife arrived.
The basket is symbolic of the ark, which carried Noah and his family to safety when God destroyed wickedness from the face of the earth. The ark of Noah and the basket of Moses point to the salvation of Jesus Christ.
The birth of Moses would mark the beginning of God's plan to free his people from 400 years of Egyptian slavery. The Hebrew people became so numerous in Egypt that Pharaoh began to fear them. He believed if an enemy attacked, the Hebrews might ally themselves with that enemy and conquer Egypt.
When Moses’ mother could no longer keep him hidden she found a reed basket and coated the inside with tar so it wouldn’t leak. She placed Moses in the basket and set him afloat on the Nile River. His big sister Miriam stood on the bank to see what would happen to him.
Pharaoh had given them some of the best land, so their family had prospered. Eventually Jacob and all of his sons died, but their families continued to grow. After awhile a new man became Pharaoh, one who didn’t know Joseph. He saw that the Israelites were becoming numerous and he got scared.
