Riding an ATV in Minnesota doesn't require a vehicle license of any kind. However, you do need a standard driver's license to operate your ATV on roads. This applies even if you're just crossing the road briefly or riding in the ditch alongside the road.
At the end of the 5-chapter ATV course (which includes practice quizzes after each chapter) students will complete a 60-question multiple-choice ATV Safety Certification Exam, in order to receive the ATV education certificate or ATV license, depending on the state.

Minnesota law does not require any coverage for an ATV since it is not licensed for road use but we strongly encourage our clients to look at obtaining a specially designed policy for the ATV as exposures similar to licensed vehicles exist for ATV's.
Permissible operation on public roads is limited. ATVs and UTVs can be operated on public roads and in some public rights-of-way under two distinct sets of state statutes governing the vehicles. 1) Operation on local roads can be by special permit.
ATV Safety Gear Requirements According to the Minnesota ATV Laws and Regulations, ALL ATV and OHV riders under the age of 18 are REQUIRED to wear an approved, securely fastened helmet at all times when riding. All helmets must meet the Department of Transportation standards and display DOT approval.
