The makes it impossible to double-click it unless it is at the very beginning of a document that has no header.
Whether or not the table handle appears depends upon the position of the mouse cursor. You haven't told us what version of Word you are using, but in Ribbon versions of Word, the Table Properties dialog can be accessed via the Table Tools>Layout tab of the ribbon that will appear when the selection is in a table.
