I think you have to be friends with them in TGC, and then select Add Rival and they have to be on the first tee or teed off of 1. Added keyboard shortcuts & distance penalties today to the guide.
These courses are offline available on TGC 2019, every other course that is not in this list requires an active and stable internet connection in order to be played.
