High school endorsements consist of a related series of courses that are grouped together by interest or skill set. They provide students with in-depth knowledge of a subject area. Students must select an endorsement in the ninth grade.
Will all high schools be required to offer multiple endorsements, even those that focus 100% on STEM/engineering? No. Statute requires each school district to make available to high school students courses that allow a student to complete the curriculum requirements for at least one endorsement.
While the lack on any endorsements would indicate a student not taking challenging coursework, endorsements are merely a by-product of course selection. In 2019, the 86th Texas Legislature established the new requirement for Texas students to complete a financial aid application (or formally opt out) in order to graduate. The State Board of Education (SBOE) adopted rules related to the new requirement in January 2021.

The SBOE adopted a new rule in Title 19 of the Texas Administrative Code (TAC), §74.39, Requirements for Instruction on Proper Interaction with Peace Officers, that became effective August 27, 2018.
Senate Bill (SB) 30, also known as The Community Safety Education Act, requires the State Board of Education (SBOE) to adopt rules to include the instruction developed under TEC, §28.012, in one or more courses in the required curriculum for students in grades 9-12.
Acceptable courses include vocational and other subjects. Students who do not meet the required coursework may be instructed to submit additional information, or may be required to complete coursework related to their deficiency before enrolling to the university.

The State Board of Education by rule shall require instruction in cardiopulmonary resuscitation for students in grades 7 through 12. The instruction may be provided as a part of any course. A student shall receive the instruction at least once before graduation.
Cardiopulmonary resuscitation instruction must include training that has been developed: by the American Heart Association or the American Red Cross; or using nationally recognized, evidence-based guidelines for emergency cardiovascular care and incorporating psychomotor skills to support the instruction.
