Administration block has disappeared in Classic theme but not Boost

I was trying to get the Navigation block to show for a restricted role and I somehow caused the Administration block to disappear from all pages ( dashboard, course outline, etc.) and it's not available from the Add a block menu for any user from any page when the site is using the Classic theme.

I have not found a solution. All my users on that server are now attempting to get used to a different theme.
