Nintendo has explained that this paid DLC will eventually bring a total of 48 additional tracks to the base game, effectively doubling the number of courses you can play to 96 total.
Nintendo announced at the latest Nintendo Direct that Mario Kart 8 Deluxe will be receiving several new courses in the future thanks to DLC.
