To unlock new courses, you need to both rank up and beat enough VS characters, as seems to explain this user: The courses (and almost everything else (special shots, carts, swimming, fishing, etc)) unlock as you progress through the ranks (not golfer level) and beat the Vs character challenges.

There are eight in total in the game, but you don't get access to all of them from the start. You only get access to Eagle City G.C, the most basic course in the beginning, and the rest unlock as you make your way through the single player tournaments.

The first of which is the Homing Shot. When you reach Level 2, you'll gain access to this shot. To successfully do one you'll need to activate Super Backspin. Super Backspin is activated by pressing up on the D-Pad when setting the power and down on the D-Pad when setting the impact.
