All you need to know about applications for your PA boating license / card / endorsement. Pennsylvania requires a Boater Safety Education Certificate for boaters, and not a boating license. The regulatory authority for the certificate is the Pennsylvania Fish and Boat Commission.
In Pennsylvania, no one may operate a motor-powered vessel over 25 hp if they are 11 years of age or younger. Certain exceptions to this requirement do exist. Boat operators who are from out of state are exempt from obtaining their Pennsylvania Boating Safety Certificate under the following circumstances:

Pennsylvania Statutory law not only prohibits the operation of a vehicle while under the influence (DUIs), but it also prohibits the operation of “watercrafts” while under the influence. In Pennsylvania, no person can operate any watercraft while under the influence of alcohol or a controlled substance.
Kayaking BUI Law – In Pennsylvania, Boating Under the Influence (BUI) is taken very seriously. It can result in up to 6 months in jail and up to 6 months of probation on the water for the first offense. Kayaking Life Jacket Law – All kayakers through November 1 and April 30 must always wear a life jacket.
Between the hours of sunset and sunrise, boats less than 16 feet in length must carry VDS suitable for use at night. Boats 16 feet and over must at all times carry VDS suitable for both day and night use.
