These files most often come from Garmin devices - the Course files are used for navigation and Virtual Partner™ purposes, and can be saved in either .TCX or .FIT format. You can then upload this to Garmin (why it's any different is beyond me, but it works). Then it will be in Garmin connect as an activity. Save this activity as a course. Voila. Don't forget to go back the Garmin activity and delete it (unless you want it to screw your total distances etc. For more info there is a lengthy thread here:
