I suspect someone is going to have to write some code. You need to find out what type of questions they are, so for example if they are all multiple choice then the programming will not be too complex.

Well, just because something is a standard, that does not prevent it from being 'horrible' I am afraid. That particular XML file only servers to re-enforce my opinion of QTI.
