The child is, or has been, in the conservatorship of the Department of Family and Protective Services. The child of an individual eligible for the Star of Texas Award. The child of an active duty, injured, or killed member of the armed forces of the United States, including the state military forces or the reserves.
Age Eligibility. Early Head Start: an infant or toddler younger than three years old, or a pregnant mother. Head Start: child must be 3 or 4 years of age by September 1 of the upcoming school year. Pre-K: child must be 4 years of age by September 1 of the upcoming school year.
