After you upload the original (or the copy) the other one hasn't been uploaded yet, and can be freely edited and uploaded separately. Just keep copies. In addition, if you delete a course from the server, you can edit the original and reupload it
Super Mario Maker 2 does not allow you to edit downloaded maps. Whether this was something on Nintendo's mind, based on what happened in the previous game, is up for debate. Whatever the reason, you can't download levels and edit other peoples' creations this time around.
Select a level by pressing A on it to bring up the course details page. You'll see the delete button at the bottom right of the screen next to the Description button and underneath the Upload button. Select this with A and confirm that you're happy to go ahead to get rid of the course.

Alas, if you already uploaded your level and forgot to make a backup copy, there's nothing (AFAIK) you can do except delete the level from course world.

Grab and copy objects to fill out levels in Course Maker. With the Finger cursor selected, the user can grab on to various objects and move them about the Course Maker grid by tapping on ZL or ZR. Hover over the object, then press either trigger button to grab the object. Both ZR and ZL are also used to copy objects.

This is accomplished using the same Save/Load button, then choosing the Save As option. Once the level has been saved, the Upload option will appear.

In the middle is where you place Course Parts and Sound Effects. This is where the course is made. In button mode, the cursor can be moved with / 15px. If is held, if the player, a Course Part, or a Sound Effect isn't being dragged, the cursor will start moving fast. Holding both sticks in the same direction will also make the cursor move faster.
Along with the menu controls, the buttons allow you to have more options. The / buttons toggle between normal making, Multi-Grab, and Copy mode. Multi-Grab mode allows you to select multiple parts and/or effects in rectangles and move them as a group (can be moved in normal mode too).

June 29th, 2019 by William Schwartz. Super Mario Maker 2 allows you to create the Mario levels, but the game has a cap on how many levels you can upload. If you need to clear some space in your uploaded levels you’ll need to delete uploaded levels from your Maker profile.
