Withdrawing from Courses In order to withdraw from classes, students must complete a request to withdraw form and submit to the Registration and Records Office or submit a request to withdraw online via OwlNet.
If you enroll in a previously repeated and passed course for a third time, this course will not be counted for financial aid purposes. * A passed course is one where you received a grade of A, B, C or D.
Official Total Withdrawal requires a written request with signature from the student by fax 610-799-1173, mail, or in person. The effective date of the withdrawal is the date when the request is received in the Office of Registration/Student Records. Students may be reported for nonattendance by the instructor.

Harford County Public Schools (HCPS) high school students can apply for their eligibility to receive a tuition discount under Maryland Senate Bill 740. Students must be approved by HCPS and can apply for eligibility through their high school counseling office. HCPS will send the student a Dual Enrollment Verification Form with an approval letter. Students can submit their Dual Enrollment Verification Form (for the academic year) to the HCC Cashiers Office. HCC waives 25% of tuition for the first four courses taken in an academic year (excluding Summer term) and 10% for any additional courses after the first four courses. The Finance Office performs account collections for HCC. If the Finance Office collection efforts are unsuccessful, or if any mail correspondence is returned by the USPS as undeliverable, the account will be transferred to the Central Collection Unit of the State of Maryland (CCU). A collection fee equal to 17% of the outstanding debt will be charged to the transferred account. This debt may be reported to the credit bureaus. All college services, including registration, transcript and diploma requests, will be suspended until the outstanding debt with CCU has been satisfied in full.

Under House Bill 1384 (effective October 1, 2019), the parent of a deaf or hard of hearing child is exempt from paying tuition at a public institution of higher education for any course that teaches a language or communication mode. This waiver applies to tuition only and all applicable fees must be paid.

Harford Community College uses the Parchment Transcript Ordering System to streamline and secure the process of transcript requests.
A noncredit transcript includes the course name, start and end dates, total contact hours and the number of continuing education units (CEUs) earned. Noncredit programs do not award letter grades. Either a CO, CA, or CC designation will appear on the transcript to indicate successful completion of the course*.
Noncredit transcripts may be issued directly to the student or sent to a third party, such as an employer. Transcript requests cannot be made until after the course has concluded.
NOTE: All transcripts may be requested as an electronic pdfs or as mailed, paper documents.
Harford Community College has authorized National Student Clearinghouse to provide enrollment verification certificates for undergraduate courses. To access the request, login to your OwlNet account and proceed to the My Academic Life tab where you will click Enrollment Verification on the left hand side. Click continue to get to the National Student Clearinghouse and complete the information requested to obtain and print a history of your enrollment at Harford Community College.
If you withdraw from a course and then register for the same course that starts at a later date, your student account will be charged for both courses. To avoid being charged for both courses, you must drop by the Tuition Refund deadline.
If withdrawing, visit with your instructor to determine if withdrawing is your best option. Is there a way you can catch up? What is your current grade? What assignments and tests are left to complete the course?

You are considered enrolled even if you stop attending classes. Non-attendance and non-payment does not withdraw you from your course (s).
Students may only drop or add a class during the drop/add period.
You may drop and add courses during the same session so as not to incur a 25% penalty, for which you will be responsible.
You will incur a penalty for dropping or adding during the drop/add period of any semester. To avoid this 25% penalty, if you do plan to drop and add a course, both processes must take place within the same transaction. This penalty is the responsibility of the student and must be paid. Please make every attempt to make changes to your schedule only once and within the same time session so as not to incur additional charges to your account.
