Over time the skins are divided pretty evenly between the low, mid, and the higher handicaps. We have players ranging from +1 to 22. The trick is that you get HALF of your handicap for skins. Everyone plays off their own handicap-not off the lowest. So the 8 handicap gets 4 strokes for skins. The 20 gets 10.

The skins-game format in golf has long been a staple of friendly competitions among amateurs, but it reached national prominence in 1983 when a skins game was televised with four legends competing: Arnold Palmer, Gary Player, Jack Nicklaus and Tom Watson.
If there is no lowest player – because two or more of the golfers tied for the lowest score on the hole – the skin is rolled over to the next hole. Handicap indexes are not considered in skins.

The handicap system works fine for medal play but the system for breaking handicaps down to single holes doesn't work as hcp differentials gets larger. High handicaps have a few strokes built into the index from blow up holes. If they don't explode those strokes become winners instead of equalizers on single hole basis.
This means that, in stroke play (medal) and match play handicap competitions, when players compete in the same competition but play from different tees, each with a different Par, the players playing from the set of tees with the higher Par receive additional strokes equal to the Par difference.
Those players with the highest number of target points to play to handicap receive no additional strokes. All players playing from tees with a lower target number of points will receive additional strokes equal to the difference in their target points required to play to handicap.
