Can you install on a plain VM: Maybe. Course Builder strictly requires the App Engine framework. However, there is at least one project that aims to replicate that framework so that an app such as CB can feel at home.

Thanks for these great directions on using the cloud VM! I was able to deploy but now I'm trying to use "sh coursebuilder/scripts/etl.sh upload course" from a zip file to upload our course from the old to the new GCB version, but it's giving a "coursebuilder/scripts/etl.sh: 26: coursebuilder/scripts/common.sh: shopt: not found" error.
