Verification of Documents - Obtaining the appropriate documents is critical to the WES evaluation process. If WES determines that all the required documents are present, the evaluation will proceed. In general, a Document-by-Document evaluation is sufficient for employment or immigration. Universities, colleges and professional licensing boards require the Course-by-Course evaluation because it contains the detailed information that they need.

YES you can! When you are filling your application for WES, you will get this option whether you have completed your degree or not.
You need to send a document of legal change of name along with whatever document you are sending to WES so that it would be seen that you are still the same person. The new name will also be quoted on the ECA after completion.Mar 18, 2016
Yes, in my view you must demonstrate to WES that it's the same person, and only there's been a change in the name for a valid reason. However, WES will be validating the credentials only, and you'll also need to demonstrate to the university that you're the same applicant with a name change on the passport.

What is a Course-by –Course W.E.S Evaluation? The WES Course-by-Course evaluation converts educational credentials from any country in the world into their U.S. equivalents. It describes each certificate, diploma, degree, or course that you have earned and states its academic equivalency in the United States.
If your documents are not in English, you must submit precise word-for-word English translation together with your foreign-language documents. WES does not provide translation services. Translations prepared by the school or university that you attended or by authorized translators in your home country are acceptable.
