To unlock the access to The City of the Dead, you need to use the recently acquired skill, namely Soul Split. The best way to activate this skill is to press the TAB key and choose it from the scroll-down menu (the above screenshot).
Grab a shadowbomb from the pod in the northwestern corner then head southeast. Look north for a switch and throw the bomb there. Once done, continue south and enter the area to the southeast to a chest and a Stone of Power. Defeat the wraiths and loot the chest then backtrack a bit and climb the growth on the wall.May 29, 2018
For the following two chests, you'll need to go to this bridge (right past "Lair of the Deposed King"). Head to the west to find a wall with a hand-hold on it. Grab onto it and scale the wall down to the narrow ledge below. Go up the fallen pillar (ramp) to find yourself under the bridge.May 29, 2018

Level 30 is the max level for your character to get. You will need to play on a New Game+ in order to gain this level. By the time you beat the game once and have done all quests, you will be around level 22. Continue on in the new game in order to reach 30.

At your current level, it is already possible to defeat Argul, the Deposed King. Preparation is still key. So, make sure you're stocked up on potions before the fight and study his moves. If you can't still manage to defeat him, try again later.
When the conversation finishes you will be awarded with the Soul Splitter – allowing Death to use spiritual copies of himself to solve puzzles. This ability now replaces interdiction as the stone has been removed from your inventory.
Activate soul splitter now and hold the action button down to create another copy of yourself. With the first copy grab the statue to the left of the door and drag it all the way left. Switch to the other copy and do the same with the statue on the right. The door will unlock. Deactivate soul Splitter and head into The City of the Dead.
