Moving to Illinois won’t change your tuition. You need to live here for a year before you can apply as an in-state student. If you are waitlisted, I would just go to another university. It seems like you want to change majors just to go to UIUC, and that seems totally backwards.
Tell me you're here and that you want in -- do this verbally and in email (and copy the department undergraduate studies staff on it); ask to be put on a waiting list, if there is one. Keep trying to register online, as soon as you can. Spots sometimes open up as students drop early in the term.
