You can assign the manager role at the course level. It is similar to administrator but cannot access the site wide settings.

Thank you very much Emma. I would be glad if you can help me to perform same thing to the standard Moodle blog. I wish to make some user as a blog admin such that only that user would be able to add the posts to the blog, and other would be only be able to view the blog posts.

I would create a specific role for that - maybe copy the student role, call it blog poster or something like - make it assignable at the assignment level. Then in your blog, give only that specific role permission to post. Then assign that role to the user in question.

Sorry, but none of the solutions work! To be clear: I installed Moodle (two times actually to be sure) and I have no access to the Site Admin >> Users menu, etc. Those menus are just NOT ACTIVE.

Table is mdl_user - if you used the default prefix. Admin user should be user id #2, the first one created is actually the 'guest' account.
