To add a folder, Proceed to a content area and click on “ Build Content “. Click “ Content Folder “.
In the Course Files folder where you want to upload the files, point to Upload and select Upload Files. On the Upload Files page, select Browse and open the folder on your computer with the files and folders to upload. Select the files. The files and folders appear in the upload box.
Add content. Select the plus sign wherever you want to add content. You can also expand or create a folder or learning module and add content. Create new content, upload something you already have, or add content from external sources or from another course.

The Content Collection is a file repository with several sophisticated features for working with content. The Content Collection provides repositories for Blackboard Learn courses and users, and is managed through the Administrator Panel. It also allows users to store, share, and publish content within personal user folders, course folders, and institution folders.

A public course folder is a good place to share content with all users enrolled in the course. This folder would include course information or articles that the whole class needs to read.
Don't grant any permission for course users to the top-level course folder. For a course folder, grant all course users permissions to the public folder. If you use a group folder, grant each course group permission to their respective group folder.
User folders. User folders are personal, private folders where you can store content that you're not yet ready to share.
