"Beta" means that the product is almost finished, but still contains errors. The work shifts from developing to testing. In case of Duolingo, it's users who are doing the testing (a so-called "open beta"). In practice, it means that the beta courses contain more mistakes than the fully "graduated" courses. 3.
"Fluent" is a misleading way to measure how well you know a language, because it implies there is an endpoint to learning it. In fact, there's no test or language criteria for deciding if someone is "fluent," and language learning experts instead talk about proficiency.
Basically, if you can get to B2, then you can get by in a language with minimal discomfort. You won't be perfect, but you'll be more than capable of functioning. This pretty much marries up with my definition of fluency. And so, if you subscribe to my definition, it could be said that Duolingo aim to make you fluent.
