The GCU course drop policy is located on page 86 of the document linked to below. For online students, it looks like they give a 100% refund for courses dropped before the 1st week, 75% refund for those dropped during the first week, and no refund beyond that. The rules are a bit more lenient for traditional campus students. Take a look:

so are you sure it's not a matter of "you have to pay" but rather that you "still owe" part of the course cost? Based on FJD's post, it looks like you would only be entitled to a refund of 75% (or still owe 25% if you hadn't paid already).
