If the instructor is not being fair then you can always appeal your grade. If you do this the instructor would be forced to justify any deviations from the syllabus. If you are serious then make sure to document and keep everything.

However, there are limits in terms of what a professor can do—he or she can’t decide to suddenly change the subject of the course, or radically alter the grading format, or else administration will have something to say about it. And there are limits in what a professor should do—it’s not fair for students to commit to something and then have the rules totally changed.
The best thing you can do is to just write a respectful email to the instructor explaining your confusion about the deviation from the syllabus. Make it short and simple and simply ask if this deviation is intentional and the reasons for it. If you are not satisfied with those reasons then email the department head and share your concerns.
