Overview. The Tuition Assistance Program (TAP) helps eligible New York State residents pay tuition at approved schools in New York State. TAP is one of the grants, scholarships and awards programs administered by the New York State Higher Education Services Corporation (HESC).
To obtain a HESCPIN User ID you must successfully complete an on-line registration request. During that process you will be prompted to enter personal information which will be used to validate your identity prior to your selection and assignment of a HESCPIN User ID.

Be a New York State resident. Be admitted into a degree program. Earn 12 credits or more in each of two consecutive preceding semesters, for a total of 24 credits. Maintain a cumulative Grade Point Average of 2.0 or higher.
