I've just noticed this service is using some local/remote ports allocated in the "Dynamic and/or private" range ports, which by definition, no ports can be registered in this range.
This is by design. On my side I have checked in two computers. The listening ports that are opened by spoolsv.exe on the two computers are:
as a sidenote, might be related with the HomeGroup Printer sharing feature?
